The Ministry of Industry and Information Technology (MIIT) issued a notice on August 4, 2023, stipulating the Anti-Telecommunications Network Fraud Law of the People's Republic of China, the Measures for the Administration of Internet Information Services, and the Measures for the Administration of the Record of Non-Operational Internet Information Services, and other rules. In order to facilitate developers to fully implement the above regulations, WeChat Public Platform plans to provide ICP filing generationmanagement system, covering new filings, changes and cancellations, and other services.
According to the regulations applicable to all mobile Internet applications that provide Internet information services in the People's Republic of China, each organizer is required to fulfill the filing procedures in accordance with the regulations, and applications that have not been filed are not allowed to provide services. If the developer fails to complete the filing in accordance with the law, the WeChat applet will face the risk of not being able to conduct business, and the WeChat platform will stop providing on-shelf support for the offending program.
In comparison, WeChat applets that have not yet been put on the shelves shall complete the registration before they can be legally put on the shelves, while those that have been successfully put on the shelves shall complete the filing within the specified period (before March 31, 2024). If not completed by the deadline, such small programs will be forced offline by the platform from April 1, 2024 onwards.
The filing system is expected to be officially launched on September 1, and developers will then be able to conveniently complete the filing procedures for small programs through the system.
